Blanc on College Street 1884
G B  Blanc, civil engineer, reported to the  Executive Council as follows 

I am also informed by old and intelligent men, who have lived all their lives in this locality that formerly the estates used to send gangs to keep the channel open and that College Street was before the opening of Victoria Road in recent times, the only road to Government House and St. Peter's parish, the water was always kept well over, as far as practicable, into Market gut.  Unfortunately by degrees the water course got encroached up on and planted up, so that when the flood came, the waters left the restricted and shallower channel and bursting through at Lozacks and opposite the Wesylan mission, crossed College street and swept through town
